continuous tone on incoming call

The issue I am referring here is for incoming calls-
  1. PSTN line getting continuous tone
  2. Debugs will show that call gets connected
  3. And IP phone won't ring at all.

The issue was mis-configured dial-peer.

 translation-profile incoming incomingcall
 incoming called-number 43416..
 port 0/0/0:15



Resolution-
dial-peer voice 104 voip
 destination-pattern 4......
 session target ipv4:172.31.110.10
 incoming called-number .
dial-peer voice 112 pots
 incoming called-number .
 direct-inward-dial
